Sounds as if he wants a bank transfer payment AND NOT a paypal payment. This means you send your payment direct to his bank account. This is used a lot more on mainland Europe than paypal. As you won't have any paypal protection it is up to you if you want to proceed. If he is an ebay seller then he is not allowed to refuse a paypal payment. BUT if he means he can't accept card payments via paypal and wants you to pay via instant bank transfer AND paypal then as long as you have your bank account linked you can pay that way.
