I am due to attend a concert this coming Friday, but the event I'm attending (Foo Fighters at Wembley) has been cancelled. I have paid for a hotel for Friday night, using PayPal. The hotel rate was noted as Non Refundable - can PayPal issue a refund (a bit like a credit card would allow, in these circumstances), or am I stuck with a hotel room I can't use?
