Did you find a fix for this? I'm having the same problem. Tells me my password is incorrect (which it isn't because I literally JUST signed into PayPal) and asks me for a confirmation number. There is no confirmation number in the email but the screen that asks me for the confirmation number is already prefilled. When I click the confirm button it tells me my confirmation does not match the one in the email they sent.... UGH!
