not entirely, the thing is YOU are willing to refund the money back however, for some reason, Paypal's system detected something that might have affected the buyer's account. Did you try to contact your buyer and asked what's going on with their account? I would recommend going on a three way call with you, the buyer and Paypal so that it can be checked. This is a forum. @Lorc   If you are getting this error message then most likely your bank account was already added up to a paypal account and got DISABLED. you may need to contact customer service so they can check your bank account status from your previous paypal account (if you have any). you can also contact Paypal via Facebook or Twitter. ... Hi! is the email address of the recipient on their paypal account confirmed? if not, have them confirm their email adress first. is the email address of the person you sent the money to correct? if not, you can cancel it and have it resent. hope this helps! ... View more

Hi! have you made any transactions after the date your funds became available? try to check your ACTIVITY for any payments after the money became available on your account. normally, the paypal balance is used up first and the remaining amount will be taken on your bank/credit card. hope this helps! ... yes. you need to withdraw the funds first from your paypal balance to your bank account. the paypal balance will ALWAYS be consumed first, after that, PP will then try to take the funds on the next available default funding source. (e.g Bank accounts are always the DEFAULT funding source and CC are ALWAYS BACKUP funding sources. this happens if you have both FUNDING SOURCES available.) ... View more
