I noticed the same issue. I tried on other sites that use PayPal pay in 4 and they would work. Walmart was one that I know can and it didn't show up this time around. Also, I noticed that this is what a local gaming store of mine does to their website around the holidays and is usually available again after New Years Day. I just can't explain Amazon since they aren't connected to PayPal. I hope someone else can confirm this or actually has a solution. Otherwise, it's about a weeks wait.
