hi , i buy somthing from seller by PayPal 2 days ago when i paid to him i have confirmation the payment was sent to him after that i try to send many emails for seller but he never replay !! i log in on PayPal website and i check Status: Paid with PayPal but on the top of Page i saw Alert : This recipient is currently unable to receive money !! so what that's mean?? can some one tell me??
