Yes, this is crazy! Google "pay pal bill me later". Youll get a link to "bill me later". On that site you are directed back to paypal and told you can make payments there, but with no links to make a payment when you arrive at paypal! Yes, they are obviously trying to make it difficult to pay. When I go to help and search for make a payment, I dont want to be directed to a forum with random people suggesting random answers! I want paypal to show me the answer. This is AMAZING!
