I'm having the same problem. It's been a while since I've logged into PayPal, and I'm surprised to find out I can't proceed without linking to a credit card and confirming my mobile phone. I've gone along, because what choice do we have? Now I'm in this stupid loop where it insists that I type in a secret code that it's not sending to me. It will be an even longer while until I fool with Paypal again.
