I've never had any issues with PayPal until now. On 11/4/2014 I placed an order online with 1800flowers.com and paid using PayPal, as my debit card is linked to my account. PayPal removed $116 even though the flowers and gift totaled $115.30 (I didn't realize this until I requested a refund from the seller) I cancelled the order on 11/5/2014 and was told that I would receive a refund within a few days. On 11/7/2014 I looked at my bank account online and saw 2 transactions: 1. CREDIT PAYPAL1800FLOWERS -$115.30 2. Atm Reversal $115.30 I immediately called my bank and they told me that she thought the "Atm Reversal" was very strange and advised me to immediately call eithe PayPal or 1800Flowers. I called PayPal and the woman told me there were no credits posted to my account and the reason for the $0.70 difference in the price of the gift vs what PayPal paid was because my 'card issuer' processed the transaction as a cash advance. I explained about the transactions I saw on my bank account and she agreed that it was very strange to see a credit and immediate debit. She put me on hold and when she came back she told me shw was going to escalate my situation and someone would email or contact me. I've received no word from PayPal and there is nothing in my account that indicates she filed a claim for me. Being concerned about the 'cash advance' information, called my bank and they told me it was most definitely processed as a 'debit' - a cash advance is only available on credit cards so now I have no idea why PayPal debited my account that way. 1800flowers sent me a receipt showing a charge and credit of $115.30 - what I found odd is the last 4 digits of my debit card were wrong! How can this be? I'm questioning the security of this site. I don't understand how I saw a CREDIT and an immediate ATM reversal. Any advise would be greatly appreciated.
