Hello, I am buying an item from another Paypal user who has just signed up for an account. He is concerned that once i send him the money, I would have the ability to recall the money, since his account requires him to wait the 21 days, or have proof of shipping/delivery. I am trying to get confirmation that this is not the case, and that he has nothing to worry about in that regard. Thanks!
