I have been having this same issue after using Bill Me Later for several years with absolutely no issue at all. I have attempted to make purchases from at least 10 different websites in an attempt to see if any purchase would be accepted. The third website accepted the pay pal credit as payment but then websites that I have previously ordered from declined pay pal as a form of payment. This would be the fourth year in a row I have used Bill Me Later to fund my Christmas shopping and this is first time I have ever encountered an issue. I am highly unsatisfied with the switch from Bill Me Later to Pay Pal Credit and hope this issue is able to be resolved without having to jump through as many hoops as you did.
