I have the same issue but on my Samsung Galaxy 10.1 notepad. It is so frustating! Is it that Paypal just wants to hold onto your money in YOUR account just alittle bit longer until you get to a regular desktop with actual keyboard to withdraw it?? Or is it just a unintentional software glitch happening on my paypal account? Keyboard seems to be working just fine on this email I'm currently typing. What's the deal, seems to happen all the time:(
