That's a good question. To open a buyer complaint you'll need to create a PayPal account using the email purchase receipt we sent you. If you don’t have that receipt, simply let us know and we can send it to you again. To open your PayPal account:
Open your email receipt detailing your purchase.
Click on the 'sign up now' or 'save my Information' link within the email.
Enter the billing information for the credit/debit card used.
Click 'Submit'.
When you have opened your PayPal account, you can open a buyer dispute by following these steps:
Click ‘Resolution Center’ near the top of the page on your Account Overview.
Click ‘Dispute a Transaction.’
Select ‘Item Dispute’ and click ‘Continue.’
Click ‘Find transaction ID.’
Click the transaction ID for the transaction you want to dispute.
Click ‘Continue’ and follow the instructions.
You have 45 days from the transaction date to open a dispute. If you can’t reach an agreement with the seller within 20 days of opening the dispute, you can ask us to investigate by escalating the dispute to a claim.
