It seems this error 70049 happens when the EBay seller has NO PAYPAL account. There are a few items on sale at EBay I found where the seller says EBay charges too much for selling and ask you to go to it's website: www.986electronics.com. However, when you check out, EBay will still allow you to connect to PAYPAL. When you do charge your PAYPAL account or your credit card on PAYPAL record. you'll encounter this error. It happened to me---there is NO PAYPAL activity, but my Mastercard has a pending charge for the supposedly very cheap Motorola cell for $11.00 (new is usually about $250.00!!). I used my Mastercard twice and my American Express once---all error 70049. AVOID THIS SELLER with link to WWW.986ELECTRONICS.COM !!!! BEWARE!!!! FYI
