I have the same problem and got in touch with paypal. The problem is a conflict between ebay and paypals systems I have had the ebay pay booster turned off and my pay after delivery is now working. I didnt give the customer service a chanc to lie to me again as they had done before and told them I knew there was a problem and why could they not admit it and lets us know
