Madam, pardon my forwardness here, but that sounds pretty wierd. There must be a fluke on your end somewhere, but while I am with you on this issue of fraudulence with regard to Pay Pal's Pay After Delivery, every time I've clicked "Proceed To Check Out", there is also another click to make before the transaction becomes official. I think it either says "Pay", or "Pay Now". Even so, why would anyone use their last dime to buy something frivolous, meaning, which does not in any way contribute to what is important to their existence such as utilities, food, and the like, instead of focusing on those very things which contribute to what is important to their existence. I'm sorry, but I can't empathize with you here for both reasons. I hope one positive is gained from this experience (thought according to what you are saying, there is a deeper issue at hand), and that is a lesson learned of patience and focus with your personal finances.
