I have overcharged a buyer a small amount of postage and wish to refund him an appropriate amount. On my scales the packaged item weighed 251 grams but the Post Office scales showed 250 grams so the item was posted for a lower sum than I had charged my buyer. Will paypal reduce the amount I wish to refund to the buyer by the transaction fee of 20p plus 3.4% ?
