Hi, on 17/4/14 i made an order of 12.70$ and i didn't got it until now, before a week i contacted the seller and i explined him that the iten hasn't received and he suggest me to wait on more week and he will give me Partially Refund (Half of the order), he told me that if my item doesn't received after those week he will complete it to full refund. today after a week and with no contact with the seller i'll tried to open dispute against him to request full refund, when i did it i got an error saying .... " This transaction cannot be disputed at this time. This is usually because the transaction has not yet been completed. If this is a completed transaction, please double check that the Transaction ID you selected refers to a payment that you sent."
