The same thing happened to me. I am trying to pay for an item with the Bill Me Later. I just purchase a few items this weekend with no trouble and I have plenty of credit so there is some problem with paypal. I called eBay support and they transfered me to paypal support. I was told that they don't know what is wrong but it has been happening when you use the BUY IT NOW button on eBay. I don't know about any other purchases using paypal, but mine is from eBay with a buy it now purchase and it is giving me error #10417. If you get into the automated support center for paypal it says they are working on the problem.
