I have just spoken to PayPal and my delayed transactions were made using PAYPAL HERE. They didn't make it very clear originally, but I understand now, that all such phone card transactions are placed ON HOLD for 30 days. So what is wrong is that PayPal ought to have an extra transaction description rather than "Under Review" to clarify the nature of the hold - i.e. not a specific problem, but just a policy hold-back. This problem is not limited to eBay or feedback, service level etc. I have numerous "Under Reviews" which all relate to direct "PayPal Here" transactions where the transaction was entered into the APP with the customer on the phone. Transaction Completed was the message from the terminal, and an instant receipt was sent to and and received by the buyer. And of course the goods were sent. What possible reason could PayPal have for "reviewing" such transactions after the event? ... View more

That help page you referred back to does nothing to explain the whys and wherefores. All of a sudden I have found that 80% of my "received" payments are Under Review. I can see no reason for any suspicion about the payers; I have already shipped the goods; in one case £250 has been Under Review for 6 days now. This is not a secure way to do business. ... View more
