You can contact support all you want. Here's the incident Ticket they are supposedly tracking this under: 140318-000132 I called them 2 days ago about this problem and after getting the run around from support was told that they were aware of the problem and working on it. I was then told it would be 24-48 hours before I would hear anything. Which of course was strange because if they had known about it, and were working on it, why would it take 24-48 hours to have an idea on how to fix it? It's a basic form and the State/Province fields on most competent web designs change automatically to reflect the address fields for the country that is selected. That said, I've heard nothing, I expect to hear nothing. We have a major campaign that just kicked off and to find out NOW that PayPal has a problem is the final nail in the coffin. We'll be seeking a new backend processor as soon as possible. Best of luck in them fixing this issue. Also, from what one person told me, if you just select ANY state abbreviation the payment will still go through. So, that's good security right there.
