This seems to be very common, the same error is happening with me... I would like to think that Paypal Support is good... I have had my paypal for a long time, done some transactions and stuff, everything ok. But now i can't do anything, plus, i did what others said, such as, cleaning cookies, and stuff, nothing helped. If only i could have a solution it would be very nice.
