If you paid a fee then the seller either didn't or couldn't use the "refund" option. They must have used the "send money" option and as such paypal would see it as a payment for goods and you were charged a fee. Even if they used the gift option you may have been charged if the refund was funded via a card. They should have used the refund option located in the "details" of the transaction then you would not have been charged. The refund option however is only available up to 60 days post payment.
