When asking for a refund for an online software program, I had contacted the seller and opened a dispute so he could chargeback through paypal. The seller told me that he would be transacting the refund, and to close the dispute at that time because there would be no need to keep it open since we were coming to a settlement... A day passed and I didn't receive the reimbursement, then I emailed the seller and he replies saying that the chargeback was the only way he could possibly issue me a refund. (He knew that disputes couldn't be re-opened) Yet he told me to open up another chargeback so he could send me my refund in full. When I told him I couldn't because it had already been closed the day before, he shrugged and told me to wait until he found a new avenue to issue the refund. As you can see i'm new to paypal and feel deeply victimized by the seller's actions. Is there any way that I can appeal this dispute though it's closed? I called my credit card company and asked them to send me a form to report this merchant, so it'll be a few days until the mail arrives. Did I do the right thing? Is there another way? Best, Josh
