I called them. Apparently it's because I'm using a different IP address location, their internal security program. She said try again in a few days. That's really handy, I'll end my vacation early just to pay myself from my own paypal account. Absolute crap. My guess is they are worried because they have been hacked, but don't want to tell us. This extra security is completely crap and turns paypal into Payarse. time to leave I think ! And this is after you've sent your id, confirmed your address, credit card, bank account and phone.
