I'm actually having the same issue but it's on the ebay end. My problems started last week. First I couldn't add a new credit card for whatever reason (no balance on the card and it kept rejecting it). Then I bid on an item and won, made the payment yesterday and it's stating the payment has not been claimed and it's in an "unclaimed" status although my credit card was charged. Paypal is stating the sellers user ID is unregistered but they've sold many other items before. I'm not sure what the deal is but its aggravating when you're trying to buy Christmas presents.
