The transaction amount is $12.44 USD and the Visa assigned as funding source was charged $13.00 USD. The Visa is a USD card. Based on my previous experience with Paypal (and all merchants transact in USD), the transaction shown on the Visa statement will be exactly the same as the original amount (i.e., $12.44 USD). What happened this time was Paypal converted the amount in the first place and billed the Visa in CAD, resulting a second currency conversion by the credit card, hence the discrepancy. Have sent 2 emails without receiving any response... Made phone calls and experienced numerous holdup waiting for the CSR to review details, and phone line disconnections eventually... Finally after talking to a CSR and repeating the story once again, the answer from the CSR was that the conversion from USD to CAD at Paypal end was triggered by the card issuer and the problem was not with Paypal... As a patron with Paypal for the past 10 years, my long-time positive experience with the company has been replaced by a big negative sign from first the billing surprise then the frustration talking to the CSR's. Luckily the cost for the lesson was minimum.
