Can't resolve limitations, Can't add bank account

Hello,   I just want to complain about this problem that i have been encountering for months and still haven't solve it yet. It started last may when iBee (a company) paid me and it was sent to my paypal account, then i tried buying from ebay some accessories for my PSP. When i tried, some error pops up preventing me to buy the said item. When I checked my account, it says my account is limited. This is the message: Why is my account access limited?   Your account access has been limited for the following reason(s): (Your case ID for this reason is PP-002-455-477-333.)   May 19, 2013 : Your credit card issuer (or bank from which the credit card was issued) advised us that a credit or debit card linked to your PayPal account may have been reported lost or stolen.  Please contact your bank/credit card issuer for more information. (Your case ID for this reason is PP-002-370-203-253.)   But i never linked any credit card to my paypal account. So i thought someone was able to hack into my account. So I changed my password to a more secure one. Then here's the problem, i clicked the resolution.   Begin a limitation review Date Limited                     Required Response                     Status                                            Action Jun 23, 2012                     Confirm Location              Waiting for your response                      Date limited was Jun 23, 2012? But it was limited on May 2013, the time i was about to buy. So When I click the resolve button, this showed up. "This system is unavailable at this time. Please try again later."   I tried sending a mail to support team by there sending same replies saying the full instructions on lifting my limitation, its like a template everytime i ask them about this problem they send same replies.   And also, I tried adding my bank account(Country is United States) to my paypal in order to verify and lift its limitations but also same problem occurs. I tried changing the country into Philippines and it was added but can't be edited. My account is f****d up.   "We were unable to process your bank account registration at this time. We apologize for the inconvenience. Please try again at a later date."   I have tried all these every month since the day I got limited. Still same thing happens, same replies given. Its like I'm in a loop. So I made this new account(since i can't log in here due to limitations) and also tried the bank account but still can't add.   I Hope I won't get same replies as those emails that i recieve.
