I was in the hospital just after Christmas for bulging discs in my spine and when I returned home, I noticed that my account had been accessed by a third-party who purchased Football Tickets. I contacted PayPal who told me to contact the Seller. I called the seller and they said that someone came in and picked up the tickets using my name. I asked them "Did you happen to obtain a signature as the item was over $1,500." The Seller said "No". I told them that PayPal requires Signature Confirmation for items over $250. So how can they run a business selling high priced sports tickets and not keep a record of signatures on receipts? I requested a refund as I'm not the person who purchased and picked up the tickets and the Seller refused to refund me. I filed a dispute on the charge and PayPal concluded in the Seller's favor. I appealed the dispute requesting documentation and PayPal sent me documentation saying that the Seller shipped the item to my house. I contacted PayPal about this and they told me that they have a record from the seller that they shipped it to my house with No Tracking Number listed. I told Paypal that the Seller told me over the phone that someone picked the tickets up without verifying their identity. I told PayPal that I will not pay the charges as these charges were unauthorized and that the seller failed in obtaining signatures. 2 1/2 Weeks Later, they forwarded over the negative balance to a collection agency. I have told them that I did not make the charges and they're seeking additional documentation. Is there anyone who happen to had this type of situation happen to them?
