Unfortunately, a similar thing happened to me; the buyer claimed that I send her an empty box... even when I am a member in good standing since 2006 and I proved by providing not only the tracking number, but the USPS receipt with tracking number and weight of package, the buyer will still be reimbursed and I am out of the money... how? Easy, the brilliant solution of Pay pal was that the buyer can return the package and provide tracking info to my address and she will be reinbursed for missing quantity. What did she do? She sent and envelope (not even my same box/package) from her country (I do not ship outside US, so she provided an email with US address and I forwarded this info to Paypal) and just like that she will get to keep both my item and the money. The problem is that PayPal is more inclined to protect the buyers, than the sellers. So USPS (who has a couple of thieves inside too) will not be held responsible... unless there is signature confirmation, it will be almost impossible to have a positive outcome for you and your buyer, but expect Paypal to be inclined towards the buyer.
