Unfortunately it's not up to PayPal, if it was, they would be in every country but, that's not possible. Each country has it own unique set of banking and transaction processing rules and regulations. Although technically PayPal is not a bank they are a global e-commerce business allowing payments and money transfers to be made through the Internet. Because PayPal must abide by each countries rules and regulations, this has a direct affect on what services they are permitted to offer. For example, in some countries, PayPal can only offer their Send Money feature while in other countries they can offer more features. There are some countries that PayPal simply cannot work with and they are slowly expanding their services in other countries.
