PayPal Community

OK, I bought a set of tools from a new seller on ebay for a reasonably laregis sum which inclkuded the postatge and paid immediately via Paypal. At the end of the process I was advised that the payment was not made yet and on checking my account noticed that the payment had not been accepted. Under the 'details' link I was told that the 'recipient of the payment was unregistered.   My next action was to cancel the payment and get the contact inoformation from ebay and I phoned the lady who sold the tools. She said it was a new account and I told her that It might be easier iof she were to send mne an invoice - which she did. Unfortunately I am also unable to pay this as she neglected to specify postage costs so I am being asked to either change my address, or to request an exeption. I contacted the seller agaion to explain this while she was at work.   The lady then phoned me later and told me that she was now uinable to send a new invoice as she had already sent one so I went back into Paypal and clicked the 'request and exeption' link.   I have two questions really:   1. Will this link allow her to send me an invoice I can actually pay through Paypal?   2. If not, is there any way I can attempt to re-pay the original cancelled payment which failed because she was apparently unregistered?   Thanks for any help. ... View more
