Hello, I purchased an item from overseas on eBay with the assumption that I would be protected under Paypal. The seller stated that delivery was economy through DHL and would take between 5-8 weeks. 11 weeks later there is no package and seller is not responding to emails. The 45 day window to open a dispute with Paypal is closed. Seller has provided a tracking number but DHL have said they have not received a package from the seller. Seller submitted application to send item to DHL electronically and gets tracking number before package is sent to DHL. So seller has used loophole where I cannot make claim with Paypal within the 45 days as I will lose due to seller stating 5-8 week delivery time. Seller can also generate tracking number but not actually send item. Cannot do credit card chargeback as payment was made with my bank account through Paypal. Seller eBay feedback shows multiple negative feedback for similar items not being received buy buyers.
