Sure, a bank owning the CC account can and most of the time will provide a charge back. Once that occurs, the account linked to ebay and paypal, members user ID and email address are closed and "banned" from setting up a new PP-EB account. It will also cause the seller account to get hosed up as well. I'd use charge back only if seller will not refund, ebay and paypal customer service provide inadequate help (most cases), and you are out a fairly large amount of money. To be honest, and do not know if this is a common occurrence, ebay once provided a customer service phone number way back when for being a "good" seller-buyer". The number all these years is still valid, and have on occasion utilized customer service via wherever it goes to. Wait time is generally less than 10 minutes, the person at the other end can see your auction, and email between seller and buyer, and in all honesty made sound judgements on my circumstances. The last, couple of years ago when buyers were allowed to utilize "e-checks" on a buy it now purchase. Buyer had no intention of going through with the purchase, bid out of spite to end the auction and figure to cost seller fees, and "fibbed" to ebay about when he would make the payment. I HAD to get buyer to withdraw his bid, and my fees were not charged to my account. Another issue, seller had an incorrect address and phone listed on his account, and with almost "automated" responses to inquires, contacted customer service, whom in the end told me NOT to send payment, seller would not be allowed to leave negative feedback or ratings marks. Sorry, you'll have to get your "own" phone number. Surely though, this relatively new policy of withholding sellers funds until shipment is confirmed and buyer is happy (completely so, nearing legal blackmail authority) is ebay and paypal's way of having sellers pay for their so called "buyer protection" program. Nice to be able to advertise a product and not take on one iota of fiduciary responsibility behind it. Buyer (and now sellers) beware! The middle man is holding out on your bread and butter, actually to no fault of paypal alone, ebay is the devious entity behind the pocket picking here. Turnabout fair play, paypal. Bet investors and CEO's are happy, employees must suffer through the millions of customer complaints. Not a job I'd want. Now paypal is not completely useless, and basically ebay is, at this time the most encompassing digital sales point, but slowing losing it's footing as marketplace leader, for garage sale items, While you won't get around paypal fees, using ebay as a tool to find what you want (somethings are very function specific), about what the going rate is (actual value vs gotta have it collector value), then go to a social media site such as (the other near monopoly) Facebook, find a related interest group and make a request or casually mention you have something you are going to "list" on ebay. Honestly, just saved about $180.00 on selling an item doing just that, and still utilized paypal, without the nasty "we are bigger than everyone else so will keep YOUR money an indefinite period of time to cover our buyer protection service." On top of that, item shipped insured, but not value specified on customs, avoiding the little tangled mess the buyer creating this thread experienced (if indeed customs fees were what increased the expense of the purchase). For myself, didn't discount price from ebay valuations, pocketing what would have been charged as a seller fee. Hey, ebay is free to view right, just as Facebook? In the end, use EB and PP as a tool, that is precisely how they utilize their customers. Don't get all teary eyed at the happy little boy or girl playing with a toy gun or vintage Barbie doll like mom use to have posted all over their website. Don't let advertising such as "The number one way of paying online" make you feel you are safe using a mainstream business "everyone" else in the world is using. And by all means, use the tools to your advantage whenever and wherever possible. After all, this IS what they both advertise their service to be.
