Have to re-apply for Paypal credit with every purc...

I've had paypal credit, formerly BML, for several years, no problem.  Lately though, on eBay ONLY, no other websites, when I select PPCredit as the method of payment, a pop-up requires me to "apply" for it.  I have to put in the necessary information before the computer program apparently says "oh, she's already got it, nevermind" and without any FURTHER ado, allows me to complete my purchase.   This gets old!  I don't have PPC set as my primary method of paying, do I have to do that, or is this going to be fixed on the paypal website?  It's clearly a bug.   And by the way, I couldn't search on "Re-apply for Paypal credit" because the auto correct changes it to "Happy for Paypal Credit."  This is of course about this forum, not the payment page which is my real question. ... My Bill Me Later due amount has been zero for  many months, but I usually pay $15.  But this month I decided not to; yet I just got an email from PayPal saying $15 is going to be sent tonight.   After FINALLY finding where to cancel the payment, I get the message saying "We can't cancel your payment right now, try again later."     Not only is that mystifying and unbelievably lame, I am concerned that any payment might be sent without my having scheduled it.  I searched my emails, and have the confirmations of previous payments I've scheduled but sure enough, not one from this month.    Also, this forum is unbelievably difficult to use.  I searched on "recurring" and "scheduled" and it says no matches found?  Oh, puhleese. ...
