I had this issue and was told "When you are getting error 70010 11068, that means the seller's account is restricted. It's best that you contact the seller to notify them that you are getting that error. The seller can also send a manual PayPal invoice for this situation." I contacted them and they have no issues leaving the item unpaid until the error resolves itself. I did some troubleshooting myself and it seems that the item I committed to buy was one eBay had flagged as either counterfeit or under review. Hope this helps. -Cameron
