I have a verified biz account with PayPal for years and I am a foreigner. I have no SSN but I provided PayPal with my EIN. As PayPal's guideline and emails they sent me, they would need one of the three following to confirm the identity of the account holder. Besides my EIN, I also provided photo ID and utility bill etc. PayPal give me 15 days to provide SSN or ITIN or they will restrict my account access ( no send money, no receive money etc.). First all I am not qualified for SSN. Second, if I am applying an ITIN, IRS says it takes 6 weeks. And I need to submit a signed document from PayPal as a financial institute stating that they require me to have an ITIN. I have googled the web, a lot of foreign PayPal members have the same problem. They said PayPal would not provide them a signed document at all, and they, many times, tried submitting the ITIN application form W-7 with PayPal's email of requesting ITIN, unfortunately got denied by IRS. Although I have biz account, I do not do much business with it. I mainly use the account purchasing stuffs online. I have never had any issue with PayPal. I don't know why this time they do not seem to want to help me. They restricted my account, and they lifted the restrction after I provide the ID and utility bills and then they restricted it again. I called them, PayPal told me to get an ITIN. I went on IRS site, they say I need to get a signed letter from PayPal. I've not yet tried to get one from them as from what I read it's impossible. My question is why I need to provide both EIN and ITIN?
