Non US Accounts can only configure shipping by flat rate or percentage with Payments Standard. Yes, you are a bit limited. The work around is use a 3rd party shopping cart. Most 3rd party carts have numerous shipping configurations and do all of the math on your web site, then pass the end results to PayPal for payment.
