Just to close this issue and leave a place for others to find this answer, I just got off the phone finaly with PayPal and there is no way to do what I described above. If you have a paypal account balance and want to pay for something using a source other than a paypal line of credit or smart connect account ie a linked bank account you can not do so with out using what is available as a paypal balance first.
