Refunding when account is limited

I sent some payments to my girlfriend earlier this month so she could buy something on Ebay. She didn't already have a Paypal account so she had to make a new one (so it did not have a credit card on).   When she attempted to make the purchase, her account was made limited (because apparently using money that was gifted to you from a verified account is considered a risk.. they needed more information about the transactions, yet they didn't bother to confirm them with me) requiring her to verify a non-existing credit card and utility bill. She doesn't have her own credit card, so she got permission to use her mother's.   After verifying both of these, Paypal additionally required her to verify her identity, she doesn't have an up to date passport and we assumed it meant the card holders identity so she had her mother to use hers.   After verifying this additional information, her account was blocked with no capability to do anything with the money. We have now been trying for a while to get the money refunded to me with no success at all.     Firstly, there is no 'Refund' option from the transaction 'Details' on the History tab.   Also she can't send a support E-Mail through the 'Refund' topic because her localization of Paypal requires a transaction ID before submitting, and when she does submit the E-Mail with the transaction ID, Paypal gives an error stating that the transaction is not a valid payment.   And she can't call the support phone number because it says the number isn't recognized (she lives in Asia, she's tryng to use the international code but it doesn't seem to work for her). But when I called, I got a response saying that it should be possible to refund payments on a limited account (even if they are sent as gifts and even if they're on-hold) but they needed her to contact them instead - of which she is unable to through relevant means.   When she uses an irrelevant topic on the contact form, she just gets a generic automated response telling her to check the resolution center for information that she needs to verify in order to verify her account - but there's nothing there because she already verified such information.   When I send an E-Mail through the 'Refund' topic I have, it does not require a transaction ID but I get a response saying that they need her to contact them instead.. Why can't they contact her? I explained that she is having trouble contacting them, yet they will not contact her instead. Why isn't it enough that she has already contacted them several times through other topics, can they not simply check those E-Mails through the other topics to confirm that she wants to refund the payments?   To say the least, Paypal ruined our valentines day. ... I meant 'new' as in an account recently created with no information on, she didn't have a previous Paypal account. If I had meant what you assumed, I would have stated it as "2nd Paypal account".   How could she then verify her credit card information if she doesn't have one? Paypal allows you to add credit cards to your account with the matching last name, so we assumed it would be okay to add her mother's. It did work, Paypal didn't give any error of it being a card without her first name on it, Paypal sent the verification payment and she did complete the verification process of it.. why would they then send verification of identity if Paypal are already aware of the fact that the card holder is not the Paypal account creator, but a family member? Should that not be questioned before having her verify such?   "or a utility bill in her moms" So what.. they expect someone to purchase a new house of their own in order to verify their Paypal account? I'm not going to take you seriously, it's only the family name that matters.   Why does she require a verified credit card on her account to spend money of which was deposited to her Paypal balance through a source which was not from a credit card on her account? Paypal mentioned that it was a 'risk', how exactly? It's money gifted from a verified account.. if they were to assume it was a risk, should they not confirm with me whether I had sent the money myself?   I just find it stupid how Paypal is cabale of blocking all activity on your account without a word and make no attempt themselves to settle the issue. It would be more reasonable if when blocking accounts, they questioned specifically for the issues of which they have with the account holder in order to verify rather than making them guess.   I also find it stupid how an account with previously no credit card information, just a palpal balance sent as a gift - is assumed to be a 'risk'.   Oh and we can't contact through their support E-Mail as it just sends an automated message telling us to use the contact form.. so we had to spam a different topic otherthan the intended topic just to send the freaking E-Mail. ... I tried sending a support E-Mail to Paypal a while ago explaining the situation and requesting a refund but they did not respond at all.   We tried having her refund it but it says the selected transaction is not a payment (I assume this is because the payment was sent as a gift).   We also tried having me report it as a fraudulent transaction explaining our situation in the description.. but on her side it asks her questions about shipping an item of which is irrelevant to our situation so I cancelled those claims. (I'm aware that I probably shouldn't have bothered to attempt this, but it seems Paypal doesn't respond to E-Mails and such unless they are urgent matters). I think this also put the status of the transactions in "Held" state (apparently temporarily), they're still in that state after I had cancelled those claims.   I called support and explained the situation, he said that she should be able to refund the transactions even when they're on hold and were sent as gifts. Hello On 6th Feb I sent my girlfriend a fair bit of money, she had to make a new account so it had no information on and was assumed 'limited'.   Apparently.. her receiving money from someone (btw, my account is completely verified) is a 'risk', she could not do any actions on her account until she verified her credit card/utility bill.   I do not understand the need for this information condsidering the only money on her account came from a source that it is not credit card related? But anyway.. She got permission to use her mother's credit card for the verification because she only has a ATM card which cannot be used with Paypal, she also used a letter addressed to her family confirming that they moved (1 house across the street) as the 'utility bill' - It had her family name and address information.   After having this infortmation verified, she had to additionally verify her identity so she used her mother's passport. I'm not too sure until I ask her, but I think this identity had her old house number on which shouldn't have been an issue with the proof of having moved recently on the letter.   That was yesterday, today they sent her this: For the safety and security of the PayPal network, we often review accounts for potential risks. After reviewing your account, we have decided to close it because of security issues. We are making every effort to minimize any disruption to your business. If your PayPal account balance is zero, and you have no unresolved buyer complaints or chargebacks, your account will remain limited.     So if her account had no money, she would have remained limited.. but considering it had a fair amount of money sent by me (roughly $100 if that information is necessary..) - Paypal gets to keep it and they just ban her? Can we get this money back at all? Should the money not be sent back to me if it cannot be used by her?   I have the transaction ID of when I sent it, can I get it refunded to me? ... View more
