I recently purchased an item off Ebay and paid for item via Paypal, the item was paid for on 1-28-2013. It is now 2-18-2013 and have yet to recieve the item. I have emailed the seller several times and have not got and response from them, i went to open a dispute and it keeps asking for a transaction ID. There was now ID just a reciept # which isnt working when placed in the field. Any suggestions on how to get this resolved?
