I have a customer that is being forced to disclose private bank account information or apply for a PayPal credit card. The PayPal agreement has a very vague 6 line disclosure statement in section 3.1. No details at all about the arbitrary $2,000.00 and $10,000.00 limits. This is unfair, unprofessional and it may be illegal to impose undisclosed conditions. The marketing statement "Your customer does need a PayPal account to pay you" is not 100% true. It is deceptive. I am asking PayPal to remove the limits because these policies are not part of the user agreement that I agreed to in 2006 when I signed up for PayPal.
