Hi - can someone explain why I would be charged a seller's fee when someone sends me a transfer? The transfer was international, but doesn't the money sender get charged the fee in the case of a transfer? It was the seller's fee percentage that I was charged - 3.9%. Why did paypal turn the transfer into a sale? Thanks.
