Dear Paula, I am in receipt of your response, which is obviously a 'canned' one. You have failed to address my concerns. I would ask that you please carefully re-read my questions and respond to each. (1) You claim that you are forced to collect my confidential and personal information at the bequest of a 'financial regulator'. Please specify the name and contact details of this regulator. As far as I am aware, the FSA which governs UK financial activity does not require the disclosure of such confidential and personal information. Hence, it would appear that you are making deliberately misleading statements. (2) You claim that my confidential and personal information will be held by PayPal in a secure location. Given that PayPal works out of the US and in that locale they are not required to comply with the UK's Data Protection Act, I would ask that you please detail how exactly my data will be 'held' by PayPal and who specifically (names and positions) will have access to it? Further, what assurances do I have that my confidential and personal information will not be disclosed to any other party? Again, details are required. (3) You have failed to address the central point of on what legal grounds you are demanding I send you my confidential and personal information? You have mentioned a 'regulator' but failed to identify the jurisdiction of compliance. You are once again asked to specify under what UK law(s) you are demanding that I surrender my confidential and personal information to your company? Further, on what specifc basis of the UK's HRA, and the European Human Rights Act, you demand that I surrender such confidential and personal information to your firm? (4) You are requested to identify the name and contact details of the PayPal executive in charge of this matter, as I wish to write to them directly (hence, their e-mail is also needed). Please note that I may have additional questions. I also reserve the right to file a complaint with the appropriate financial regulator against your firm over your unwarranted demands that I surrender to you my confidential and personal information. Further, any actions by your firm to withhold and/or encumber my funds held in your trust will be met with appropriate action. In closing, having been with eBay and PayPal for many years now I find your demands that I surrender to your firm my confidential and personal information to be completely unacceptable. I most definitely will not be providing you electronic copies of said materials, if at all, as I am not prepared to trust that you will keep them safe and/or will not disclose them without my express written consent to unauthorized parties. eBay and PayPal have been increasing their fees for some time now, to the point that I really no longer want to do business with either. This latest demand coupled with PayPal's failure to address my concerns is just too much. I await your detailed responses to each of the above points as well as those contained in my previous correspondence. PayPal's mishandling of this matter is causing me detriment, including to my health, and I hold PayPal legally liable for damages. Sincerely, docpye
