I sold an items on Ebay. when the buyer wants to pay he get the message "This recipient is currently unable to receive money". (from his phone) he also got the Error code 10417 when he try earlier. I already sold item on ebay using paypal in 2011. (but not yet this year) I confirm that my peypal account is linked to the ebay account and vice verca. I relink them 2 time yesterday and ask the buy to retry without success. both buyer and seller are in the US and are using paypal for the transaction. I verified that the listed items is using the email address of my paypal account. Also try to change my primary email address on my paypal account. I am not sure what else to do.
