I am in agreement with you and KEEP SHOUTING. Although Paypal recently addressed my situation by rendering a decision to return my funds, this does not change my view about Paypal and their handling of this purchase transaction. They made me a victim after having received a falsely advertised laptop battery from laptop-battery adapter-dot-com. They had knowledge of the advertised item and did not take immediate action which potentially placed my $100.00+ at risk of non-retrieval from a China Merchant. Instead they requested proof of product return from me (the victim) so now I had no money and no merchandise as collateral. Then I received notice that they would leave the dispute open for 3 weeks before closing with a decision. I had to purchase a battery from another Vendor and did not use Paypal to complete the transaction. All said and done, it cost me $27.27 to send back the battery and show a form of proof to Paypal which I will not be reimbursed for because I no longer have collateral to force the Merchant to do so. Just the other day I received notice that my original purchase amount has been placed back into my account. This is such poor relations and they had the nerve to send a questionaire regarding my satisfaction. Reluctantly I wasted my valuable time to explain my displeasure with their insensitve handling of my dispute. I seriously doubt it matters one bit to them and none of our negative reviews will affect the poor manner in which they handle matters. Visa & Mastercard are loyal to the accountholder and chargebacks are processed immediately prior to any investigation. Paypal's loyalty is to themselves first and then to the person who pays their way - the Merchant/Seller. I will now shop the internet and find Merchants that accept Visa/Mastercard even if the item costs me a bit more.
