Hi I have purchased an item which we have not received, the seller insists they have sent it over 4 weeks ago. We have emailed them to say we have not received it but struggle to get a reply, we contacted them by phone and was told the person we needed to speak to would contact us shortly, after waiting 5 days we decided to raise a dispute, the seller then contacted us to say our payment had failed, yet it appears on our visa account and paypal account. They have said they cant issue a refund to us until we cancel the dispute with paypal. Is this correct ? Many Thanks.
