Whew- am relieved after total frustration to see in writing another's mentioning of this very topic. Unfortunately, there is no customer service, which directly gives assistance for this problem   - "Incorrect Transaction Fee" for customer's transaction. I've been a PayPal member for several years and never encountered the 3% transaction fee problem until recently. I noticed the fee on my bank statement under the definition of "International Transaction Fee" for a small transaction I made inside of the US. First, I checked with my bank who informed me that the fee wasn't theirs but PayPal's. Thus, I contacted PayPal who  informed me that their investigation showed that no such transaction fee was never charged and suggested I  contact my bank about the fee.  Consequently, I do see the 3% fee on my bank statement for a  "International Transaction Fee"  showing  it made by PayPal but the catch is,  the fee isn't showing in my Paypal's transaction activity for that same transaction.
