Ok so I sold an item to someone outside of eBay but they used PayPal to pay for it I received the money in my account and withdrew it to my bank it says complete but two days later PayPal put a hold on the funds because of something wrong with the buyer account so now my account is negative and the money did not transfer to my account my question is can PayPal put a hold on money that was already completed as a transfer
