Did you go into your PayPal account and see the money deposited? Did you check both accounts? If you did, and there was no money deposited, you might have been scammed.

I'm getting **bleep**ed too. My money is tied up and I provided a tracking number twice. Ebay is hitting me for a final value fee and no doubt the buyer is going to be refunded his money AND get the item. I'm out $50 for shipping, the original item and the money for the final value fee. I'm probably out over $300 for this one transaction. I don't think I can afford to sell on ebay and use PayPal at this rate.

I sold an item on ebay. The buyer was in Brazil. I did not offer international shipping but decided to ship anyway. As soon as the buyer received a tracking number he files a dispute with PayPal wanting his money back because he did not receive his item. I shipped the item as soon as I received payment. He filed a dispute on about the 3rd day after the sale. Anyone with a reasonable ability to think knows it takes more than 3 days to ship something from the US to Brazil. So how long is my money going to be help hostage while this person commits mail fraud against me?
